I have a question about Michael Cutter. I've watched nearly all of last season's episode's but have not heard any mention of where he actually came from. Did they hire him from outside the office, like from another city, or was he working at the DA's office the whole time and just got promoted? What seems strange is he didn't seem to be acquainted with Jack McCoy but knows a lot about Arthur Branch and Adam Schiff.

The fact that he knew about Branch shows that he was promoted from inside the office. Just because he didn't know McCoy doesn't mean much as McCoy wasn't the boss. He was just in the senior prosecutor position. There would be no reason for Cutter to know him before.
