SCOOPSVILLE: Chris Noth hopes a planned new TV series will make his ''Sex and the City'' fans think about him in a different way. The man who fans love as ''Mr. Big'' (as well as for his long-running ''Law & Order'' gigs) is producing and planning to star in ''Saigon Bureau,'' a proposed AMC series about war correspondents during the Vietnam War. On board as the show's writer is ''Apocalypse Now'' screenwriter John Milius, who also penned HBO's recent ''Rome'' miniseries.
