I don't really hate any of the villains from the show. I prefer to relish their interactions with Goren and Eames and maybe even enjoy how the villains disconcerted either Goren and/or Eames. Does that make sense? ;D
Jay Saunders' perfectionist hitman in "Dead" would rank high on my list, but I think tops on the creepy, weird, disconcerting but extremely well-written and portrayed villain list (for me) would be Kenny Strick in "Maledictus".
Kenny, as written by Stephanie SenGupta and Rene Balcer and portrayed by David Thorton, is one of the unforgettable villain characters from LOCI. The strangeness, and creep factor of this episode worked and didn't go over the top because of the excellent writing and nuanced performances from all involved.
Goren and Eames going up against the rich, powerful, privileged and intensely weird makes this a truly classic episode and Kenny is so real in his creepiness (that while watching) I don't know whether to be happy Goren nails him or feel sorry for him! I (like Kenny) feel like thanking Goren at the end!!

Best Villains... I can't remember all their names, sorry.
- John Tagman (Neil Patrick Harris). Disturbing? Yes! BUT I liked how he effected Goren and how the detective related to the man's loneliness. Plus NPH's acting was superb and strangely I felt sorry for the psycho.
- Whoopi Goldberg - she got away with it and it was kinda creepy that she was molding young minds who were in her care. I liked her interactions with Logan too and you can tell she got under his skin.
- Malcom McDowell - he also got away with murder even though it was him manipulating situations and polluting his kid's minds. And you just know his character would screw up his grand kid.
