LMAO at your tagline for A+. Like someone else said in another poll, it's tempting to choose some of the grades just for the humor. But I gave it a B.
I would really like to have felt like giving this episode an A for the excellent choice of which real-life murder to probe. But while a good work was done in bringing more attention to a story that deserves it for many compelling reasons, the victim's tale was actually done a disservice by being packed in together, in a brief time frame, with so many other issues, ones of great importance on a global scale. By the same token, the "criminal intent" part — plus the ID of the criminal — plus the real target — plus who had right of jurisdiction over what (and so on...) — became very hard to keep track of in this highly complex story.
I forget who first noted that 30 would've made a great CI movie, but that's a very good point. Besides the plot issues (and the global implications thereof), there were character issues that could've been dealt with more fully and realistically in a movie.
Good intentions: A+; results: B- (hmm, no, they brought in two federal agencies, so make that a C); overall impression: somewhere in that area, if you look hard enough.

I, too, voted B. I really liked the old fashioned teaser, showing the victim before the crime. However, when "plutonium man" bursts into Major Case, I was surprised at how easy it was for him to get up there. He's a reporter, so would that explain it ? Wouldn't his radio activity be set off by detectors in the lobby?
Mimi makes a good point in the episode thread about the ambiguity concerning which group is actually guilty in all of this being a cop out by the writer's. Letting the viewers use their own prejudices to point fingers gets NBC off the hook, but it is a cowardly approach.

F should have been you will be ok if you don't drink his urine, thought that line was funny. But I will give it a B, I just didn't like the ending.

Ragincajun, I changed the word "his" to "your" intentionally for option F, as I felt it was more in keeping with the incoherent nature of the episode (for me anyway). Think about it: how could you possibly be OK by not drinking your own urine?

I gave it a "C". Such wasted potential.
