A very nice little article regarding Law & Order's landmark 20th season was in the TV Guide Fall Preview magazine. I do not have a scanner, so I'll copy it the best that I can:
LAW & ORDER
Returns 9/25, 8/7c, NBC;iTunes
Where We Left Off : Jack McCoy (Sam Waterston) and Michael Cutter (Linus Roache) finally managed to take down corrupt governor Shalvoy (Tom Everett Scott), but McCoy's reelection as DA was no sure thing - at least until the show was picked up for a landmark 20th season.
What's Next : "In the first episode, we put the torture clique from the Bush administration on trial for conspiracy," executive producer Rene Balcer says. "While as equal opportunity offenders, we take shots at the new [administration] for sweeping the issue under the carpet." The audacious indictment leads to a move to recall McCoy. Expect more controversy when the shooting death of an abortion doctor leads to a reexamination of Roe vs. Wade, and a possible connection between medical marijuana and the outbreak of Mexican gang drug wars in New York City is explored.
Getting Emotional: "We're going to get more deeply involved in how cases affect our people individually," says Balcer. "Our characters will be driven into interesting and uncomfortable territory." In a rare personal full-season arc, Lieutenant Van Buren (S. Epatha Merkerson) gets life-threatening news.
******************************************************
I am very psyched about this season, especially the news that it will be a bit more character driven. And I do mean "a bit." I trust Mr. Balcer will not over due it, which I feel happened to LOCI after he left.
